                     Add - Rebuilding the Rotary Drum Thickener Panel (RDT) at the Highland Wastewater Treatment Facility at a cost of $29,535..

                     Remove - Electric Vehicle Charging Stations $20,000.

                     Reduce - Youth Mental Health Clinician by $9,535.

Background:

Finance Committee Meeting 7/17/2024:

 

The Finance Committee has been reviewing the American Rescue Plan Act (ARPA) Projects relative to completion and the allocation of project surplus funding in an effort to consider and address additional needs and to reallocate funding to support those projects.

 

                     Mental Health Clinicians - Current Balance $150,000 - $190,000 was earmarked for Youth Mental Health Clinicians. Based on the current caseload it is expected that only $50,000 would be needed to provide services for the next two years; and that approximately $100,000 would be remaining at the end of 2026.  It was suggested that this ARPA  allocation could be reduced by $9,535 to be used toward the replacement of the Waste Water Treatment Plant Rotary Drum Thickener Panel.

 

                     Electric Vehicle Charging Stations $20,000 - It does not appear that the town was able to find suitable locations for the EV Charging Stations in Ledyard. This ARPA Allocation can be removed, allowing the $20,000 to be used toward other needs.

 

Changes to these two ARPA Allocations would free up $120,000 to be reallocated for other needs.

 

                     $29,535 Waste Water Treatment Facility - The equipment at the Wate Water Treatment Facility on Town Farm Road is very old and parts for their system were no longer being manufactured,, making it difficult to find replacement parts for repairs. Waste Water Supervisor Steve Banks has reported that the Rotary Drum Thickener Panel needed to be rebuilt. The Finance Committee has recommended  some of funding from the two projects listed would be a good use of the funds.
