Background:

 

For Fiscal Year 2022/2023 $850,000 was budgeted in the General Fund for Vo-Ag Stabilization Funding (ASTE)  Revenues. The town received $1,051,239 in funding; or $201,239 more than the projected budgeted revenue.

 

The Board of Education’s Agricultural Science & Technology (ASTE) Program developed the attached spending plan and has requested authorization to spend the additional $201,239 of ASTE Funding along with $70,721  of existing Ag Science Capital Funding for a total expenditure of $271,960.

Discussion: Councilor Saums explained the town receives funding specifically for the Vo-Ag Science Program. He noted for Fiscal Year 2022/2023 $850,000 was budgeted in the General Fund for Vo-Ag Science Funding (ASTE)  Revenues. However, he stated the town received $1,051,239 in funding; or $201,239 more than the projected budgeted revenue. Therefore, he stated the Board of Education has requested authorization to use the additional funding received for Vo-Ag Capital Items that were needed. He stated List of items for the Agricultural Science & Technology Education was extensive noting it included some large purchases and some smaller items as well. He stated the Board of Education would solicit bids for the items that cost over $15,000.  He stated tonight’s action was only to approve the spending of the additional the Vo-Ag Science Funding.

Discussion: Councilor Ryan stated in reviewing the background information provided that the List of items Agricultural Science & Technology Education items made sense.

 

 

He noted with the use of the additional $70,000 from the Ag-Science Capital Account the Board of Education  would have about $13,000 remaining in that Capital Account.

 

Superintendent of Schools Jason Hartling stated the Agricultural Science & Technology (ASTE) 2022/2023 spending plan was developed last summer (2022) and that the  numbers “were not to exceed” the amounts requested. He stated for some of the items on the List such as the $55,000 Aquaculture Cabinets they would be soliciting bids. He explained because of the moist environment the previous cabinets rotted. He stated the composite of the Aquaculture Cabinets that included on the List were rot resistant, which was the reason they were expensive. He encouraged the Town Council to join them when the Ag Science students demonstrate their projects, noting that the program was remarkable. He stated he was proud of the work the Teachers do in the Ag-Science Program.
