MOTION to authorize the Mayor to sign a contract for the Water Pollution Control Authority (WPCA) to engage Arcadis Engineering Consultants, East Greenwich, Rhode Island, to verify Service Lines and prepare a cost estimate for Lead Survey.

Background:
To comply with the Lead Survey required by the Connecticut Department of Public Health (CT DPH) for all water systems in Connecticut the Ledyard Water Pollution Control Authority solicited Requests for Qualifications (RFQ #2026-02 Lead and Copper Rules Revisions Compliance).
The WPCA received three proposals (showing capabilities - not costs) and the WPCA conducted a review and have selected Arcadis Engineering Consultants, East Greenwich, Rhode as the Engineering Firm to manage and conduct the surveys. (see Ledyard_LCRR Compliance_103063882). The results of the WPCA selection maybe found in the attached spreadsheet “Clean_Lead_Survey_Spreadsheet_Final_Tally.”
Because the Ledyard Water Pollution Control Authority (WPCA) has a legacy water system, all service lines have not have been documented in terms of material of construction, and therefore, they were being required in some cases to physically verify the material of construction by digging them up (actually they call it "pot hole"). Therefore, this will be a significant cost project - besides the physical verification, those service lines that are documented need to be verified by an inspection at the curb stop, meter pit, and or basement which involves significant time.
The DPH is providing grants to both economically stressed and non-stressed communities. In order to qualify for these grants Ledyard needed to follow DPH guidelines (see attached document "Ledyard Lead and Copper Rules Revisions Compliance RFQ 2026-02).
The WPCA believes that they need to inform the DPH of their selection - and they think that Arcadis could help them with notifying the State Department of Health (DEP).
The Department of Public Health (DPH) process states that once they have identified the Engineering Firm, they would then need a quote from them in order to enter into a contract for the Lead Survey work.
