MOTION to grant a Bid Waiver to Quiet Corner Restoration LLC, of Hampton, Connecticut, the amount of $83,025.17 due to receiving fewer than the required three bids in response to Bid 2024-03 (Nathan Lester House Exterior Rehabilitation ) in accordance with Ordinance #200-001 (rev 1) “An Ordinance for Purchasing”.

Background:
On Feb 8, 2024 the town conducted the Bid opening for Bid #2024-03 RFP ( Nathan Lester House Exterior Rehabilitation). Only two Bids were received (please see attached):
• Proulx Building & Remodeling, LLC in the amount of $111,240.00
• Quiet Corner Restoration, LLC in the amount of $83,025.17
Per Section 16 - of the Request for Proposal (RFP):
Selection Criteria: The selection for award will be based on the combination of price and technical quality including the completeness of the submission and qualifications of the bidder. Bidder qualifications will be evaluated based on the candidate’s previous work experience, description of the assessment approach, references, quality of samples (previous work [products), previous experience, and the ability to competently complete the work within the allotted budget and time. Award will be made to the bidder who is judged to provide the overall best value to the Town of Ledyard.
It was determined that both bidders were found to meet and are offering technical quality in their proposals.
It was determined that Quiet Corner Restoration's Bid Proposal - was judged to provide the overall best value to the Town of Ledyard.
Due to receiving only two bids, the Historic District Commission has requested a Bid Waiver in the amount of $83,026.17 for Bid #2024-03 (Nathan Lester House Exterior Rehabilitation

The Historic Commission will need to determine which accounts the funding will be coming from before moving forward with contract execution in the event the bid waiver is granted.
