Background:
The Septic System at 70 Christy Hill Road, Gales Ferry, has failed and needed to be replaced.
The applicant has qualified for the Housing Rehabilitation Loan Program.
Because the Housing Rehabilitation Loan Program Funding was being used the town was required to follow its’s purchasing procedures as provided in Ordinance #200-001 (rev. 1) “An Ordinance for Purchasing; which required the solicitation of bids for the work. However, only one bid was received, and therefore, a Bid Waiver has been requested.
The following cost ranges determine the action needed in regard to competitive bidding for proposed expenditures on construction projects, equipment, supplies, and professional services, with the exception of legal services. The dollar amounts refer to a total amount, per vendor, per fiscal year:
Less than $4,999 No bids required; no quotes required; assumes buyers will seek lowest available cost.
$5,000 - $14,999 Three (3) quotes required or a bid waiver from Town Council. Written record of quotes or Town Council bid waiver action to be attached to electronic purchase order.
$15,000 + At least three (3) proposals required through an open and advertised competitive bid process for construction projects, equipment, supplies, and professional services other than legal services.
The Town has been involved in the Small Cities Program Income Housing Rehabilitation Loan Program for over a decade. Mr. Peter Testa from A & E Services Group. LLC., has been working with the Town for several years to Administer the Housing Rehabilitation Loan Program for Ledyard.
The program provides no interest loans to residents who qualified for certain home repairs such as the replacement of a furnace, new roof, septic system, new roof, etc.
