MOTION to grant a Bid Waiver to Ransome Attachments, 106 Ark Road, Lumberton, NJ 08048, in the amount of $19,500 for a used 2020 Cobra Model S3-90/XS25 screening bucket attachment.

Background:
The Public Works Department has never had or deployed a materials screening plant or device, which has affected operations in two important ways. We have been limited in reuse of otherwise suitable material on site, having to transport it and dispose of it. And we have then also had to purchase various types of fill materials to replace removed materials. Having a screening device would help on both ends and also result in significant cost savings in materials and transportation.
We have researched various ways to incorporate such capability and have found a suitable economic approach that will allow us to leverage use of our Volvo excavator that we recently purchase in 2023. Instead of a fixed plant that would be placed at the Highway Facility, we would acquire an attachment for the Volvo that would efficiently process materials wherever would be most efficient at any given time for operations, whether on the job site or at the facility.
We have researched various attachment options that would fit our machine. According to one quote we received for a comparable new bucket would cost around $60K and a refurbished used one around $46K.
But we found an acceptable used bucket that would meet our needs, a 2020 Cobra Model S3-90/XS25 (see attached info) for $19,500. It is a lightly used unit (i.e., has been sitting in the showroom and only tried once locally last month). A video of a segment of this demo operation of the actual unit we would acquire is attached.
Department Comment/Recommendation:
I seek and recommend a bid waiver for acquisition of this unit as delineated above.
Adequate funds are presently available in the Heavy Equipment capital fund (21040101-57311). This purchase will not compromise the long term anticipated replacement purchases through this account.

I support this request. The acquisition is about 1/3rd of the cost of the new attachment, while this one is simply a demo, so for all intents and purposes, new.
