Background:

 

As part of the broader scope of infrastructure improvement projects in the Whitford Brook watershed that are also the target of the $3 million dollar special grant acquired through efforts of Senator Osten and the Lantern Hill Valley Alliance, the Town applied through Southeastern Connecticut Council of Governments (SCCOG) for consideration of a LOTCIP grant for the replacement of the Lantern Hill Bridge over Whitford Brook just below Long Pond.  This is north of the bridge that is currently under construction at the Stonington line.

This LOTCIP application was given competitive consideration among a number of submittals from member towns and was among those selected submission to CTDOT for funding.  The attached Commitment to Fund letter represents the consummation of this commitment by the State to this project.

These funds cover the entire construction cost for this project and the design engineering costs that are the Town’s responsibility are already covered by the $3M aforementioned grant.  This represents the second successful LOTCIP grant secured by the Town in the last few years, the recently completed Multi-Use Pathway being the other.

 

Department Comments/Recommendation:

The design of this bridge is substantially advanced and could possibly support construction in 2027.  This action is necessary to secure the LOTCIP funding, and thus I recommend approval.
