MOTION to grant a bid waiver to CorrTech Inc., in the amount of up-to $7,500 for the inspection of the underground Holmberg Surge Tank.

Background:
The Holmberg System 5,000 gallon underground surge tank was due for inspection.
In response to Groton Utilities requests for proposals to Inspect the Holmberg System 5,000 gallon underground surge tank only one proposal was received from CorrTech in the amount of $4,185.
Although CorrTech’s March, 2026 in the amount of $4,185 proposal was below the $5,000 threshold to solicit three quotes in accordance with Ordinance #200-001 (rev 1) “An Ordinance for Purchasing” ; that there may be a requirement to take paint samples at $150.00 a sample; and until they inspect the tank, the number of samples at present is unknown; and the cost could exceed the original proposal.
Therefore, the Water Pollution Control Authority has requested a Bid Waiver to CorrTech.
Per Ordinance #200-002 (rev 1)
“Less than $4,999 No bids required; no quotes required; assumes buyers will seek lowest available cost.
$5,000 - $14,999 Three (3) quotes required or a bid waiver from Town Council. Written record of quotes or Town Council bid waiver action to be attached to electronic purchase order.
$15,000 + At least three (3) proposals required through an open and advertised competitive bid process for construction projects, equipment, supplies, and professional services other than legal services.”
