Background:

The Town of Ledyard Economic Development Commission, on July 8, 2024 posted RFQ/RFP #2025-01 seeking qualified consulting firms to conduct a comprehensive Corridor Study along Route 12 in Gales Ferry, CT. The purpose of this study is to analyze and assess the current conditions, identify potential improvement and investment opportunities and any challenges preventing them from occurring, and to provide actionable recommendations for the enhancement/improvement of the corridor. (see attached RFP)

This Corridor Study will serve as an update to the Study completed in 2012, but with more of an economic analysis.

The Town received two proposals at the bid opening at 2pm on August 15, 2024 as follows:

Goman & York Property Advisors, LLC $ 76,150
Colliers Engineering & Design $119,940

Goman & York was the lowest qualified bidder. It also offered alternate pricing by

1. Eliminating the engineering work and reducing the bid by $7,500 and
2. Utilizing its Data Analyst Team (v. Senior Planners) and reducing the bid further by $3650.


Department Comment/Recommendation:

Staff recommends reducing the bid by $3,650 by utilizing the Data Analysis Team, but retaining the services of its subcontractor Freeman Companies to complete the engineering, including actual design and cost estimates.
