MOTION to grant a Bid Waiver to Savy & Sons of Aniston, Connecticut in the amount of $20,700 for relining of the 36” Culvert under Ferry View Drive.

Background:
In 2019, under emergency circumstances, Savy & Sons installed a culvert liner at the 36” cross-culvert at 4 Ferry View Drive. In 2020, a similar job was done at 6 Nutmeg Drive through Town Council bid waiver authorization.
The lining at Ferry View Drive is beginning to fail and needs to be redone. Savy & Sons has offered a significant discount to do this work. In keeping with warranty considerations, work that would normally cost $45,700 would be accomplished for $20,700 (see attached).
Department Comment/Recommendation:
The alternative to this work would be culvert replacement at significantly higher inconvenience and cost. In light of the significant discount and also advancement in the resulting product at this stage leading to a prospective extended longevity, I recommend proceeding with this offering. Thus, I seek approval of a needed bid waiver.
