FINANCIAL BUSINESS REQUEST (FBR)

Motion/Request:

title

Background:

This purchase is to replace Ledyard Fire Co’s ‘’R-13’’, which is a 2003 American LaFrance pumper. The replacement is on schedule with the vehicle replacement plan maintained by the AES. Ledyard Fire Co has been working in committee and with the AES to develop a bid specification for the replacement. Initial discussions with manufacturers were coming back with estimates in the $1.2-1.3M range. The committee identified a suitable apparatus through the Houston Galveston Area Council (HGAC Buy) bid collective. This bid collective is in compliance with the Town’s purchasing policies.

Department Comment/Recommendation:

I worked closely Ledyard Fire to ensure that this apparatus meets the needs of the mission. The planned apparatus is efficient and effective in meeting those needs without any lavish or unnecessary add-ons.

I support the purchase through HGAC Buy. Apparatus manufacturers will have a quarterly increase in pricing effective 4/1/26; Marion agreed to hold back on that price increase for this apparatus. Additionally, I anticipate an additional 3-5% increase July 1 2026.

I asked the Finance Director to review 2 proposals, which were pay in full at time of contract signing or pay in installments (see the proposals in the agenda packet). It was his recommendation to pay in full at the start of the contract given the current interest rate climate. Additionally, our purchase is protected with a performance bond at time of signing.
