MOTION to authorize the Mayor to submit an Application for a “LOTCIP 2026 Funding Grant” for Colonel Ledyard Highway (CT Route. 214) Installation of Sidewalks & Lighting from the Town Hall North to the intersection with CT Route 214 on both sides of Colonel Ledyard Highway (CT. Route 117) and for the Extension of the Sewer Line from its current terminus at the Bill Library north to the to the intersection with CT Route 214 on both sides of Colonel Ledyard Highway (CT. Route 117).

Background:
This is a “shovel-ready” project for which design work was accomplished and preliminarily reviewed for DOT permitting in July 2025. See attached plans and DOT letter. There will be additional engineering costs associated with the LOTCIP process and integrating sewer main design in the project area. Sewer main construction costs will not be covered by LOTCIP.

GRANT APPLICATION POLICY AND PROCESS
The Ledyard Town Council will approve all grant applications submitted by the Town to any governmental agency or private foundation on behalf of the Town; and any items that are offered to the Town by any entity, and items taken in forfeiture by the Town. Every department, commission, or board acting on behalf of the Town of Ledyard when seeking grants or responding to an offer to the Town of grant funds or items must follow this policy and process.
Grants, for these purposes include:
Grants that require a Town match -- whether the match is a dollar figure, an in-kind contribution, or a combination thereof
Grants that are 100% funded
