MOTION to authorize a bid waiver for CWPM, LLC for Bid No. 2025-04 (Trash and Recycling Collection Services) due to lack of three bids, in accordance with Ordinance #200-001 (rev 1) “An Ordinance for Purchasing.”

Background:
In anticipation of the end of the 6-year trash and recycling contract, the Town went out to bid for these services, which includes services for the Board of Education facilities. The Town received only two bids, which was anticipated with respect to the reduced number of local firms that provide these services.
Of the two we received, CWPM, LLC was the lowest bidder versus our present contractor, Willimantic Waste Paper Co., Inc. (Casella), over the 6-year total bid period. The formula from the bid spec yielded $163,800 (fixed) for CWPM versus $167,075 (minimum) for Casella, based on the details of their respective offerings.
The total for the base bid, reflecting a continuation of services under the present terms (i.e., Base Bid), is $4,526,810.10 for CWPM and $4,703,611.13 for Casella , representing a net difference of $176,801.03.
