Background:

The Senior Center has seen a tremendous increase in the need for transportation. This has required drivers to work more hours.

Without the overspend we will have to cancel all transportation through the end of June.

Discussion: Councilor Saums explained that Parks, Recreation, & Senior Center Director Scott Johnson, Jr., was attending tonight’s meeting remotely to answer questions. Councilors Saums stated that there has been an increased need for transportation for the senior citizens; and therefore, additional funding was needed to carry them to the end of this fiscal year (June 30, 2023).

 

Councilor Ryan stated that Mr. Johnson included the additional funding for these expenses in the upcoming Fiscal Year 2023/2024 Budget.

VOTE:                     7  - 0 Approved and so declared

Discussion: Councilor Saums questioned whether Parks, Recreation, & Senior Citizens

Director  Scott Johnson, Jr., had an estimate of the amount of money needed to cover the

Van Driver expenses thru the end of the fiscal year (June 30, 2023).

 

Parks, Recreation, & Senior Citizens Director  Scott Johnson, Jr., stated staffing in addition to the increased need for transportation for the senior citizens that  $3,300 - $3,500 would be needed to pay the Van Drivers thru the end of the fiscal year. He explained because one of the Van Drivers was supposed to have surgery and would have been out, that he thought that they would have had enough funding in the budget to carry  them to the  end of the fiscal year. However, he stated the surgery was postponed, and therefore, additional funding was now needed to pay the Van Drivers.

 

Councilor Saums suggested the following language be added to the Motion  “in the amount not to exceed $3,500….”

 

Councilor Ingalls questioned the funding source that would provide for the over expenditure. Finance Director Matthew Bonin noted the additional funding would come from the Undesignated Fund balance at the end of the fiscal year.

 

Councilor Ryan stated he understood the increased need for transportation for the senior Citizens; and he questioned whether this would be a reoccurring need. Parks, Recreation, & Senior Center Director Scott Johnson, Jr., stated that the increased transportation would be a recurring need and that he included funding for these expenses in the upcoming Fiscal Year 2023/2024 Budget.

 

The Finance Committee agreed to add the language as suggested by Councilor Saums (see above)  as a “Friendly Amendment”.
