Discussion and possible action to consider the Lantern Hill Valey Association’s (LHVA) request for the Town of Ledyard to include $5,000 in the Fiscal Year 2024/2025 General Government Budget to help support a PILOT Program to develop a “Sustainable Boat Launch Monitoring Program at the Long Pond State Boat Launch”.

Background:

Lantern Hill Valey Association’s (LHVA) Secretary Betsy Graham appealed to the Town Council at their February 14, 2024 meeting to request the town financial support in the amount of $5,000 for a PILOT Program to develop a “Sustainable Boat Launch Monitoring Program at the Long Pond State Boat Launch” in their upcoming Fiscal Year 2024/2025 General Government.

 

The PILOT Program cost was $15,000.

 

Lantern Hill Valey Association’s (LHVA) was also submitting a $5,000 request to North Stonington to help support the Program the LHVA was planning to conduct fundraisers and was also accepting donations for the remaining $5,000 for the initiative.

 

The purpose of the “Sustainable Boat Launch Monitoring Program at the Long Pond State Boat Launch” to address/slow the progress of the CT River Hydrilla which was an aggressive aquatic invasive plant that was found in the Connecticut River in 2016 by the CT Agricultural Experiment Station (CAES). (please see attached)

 

In February, 2024Ms. Graham submitted a CT Aquatic Invasive Species Grant Application, with the support of the Alliance for the Mystic River Watershed, to support a Boat Launch Outreach Program. The program would provide educational materials and volunteer examinations for invasive plants or animals on boating and fishing equipment to each boat launch user: whether motor boat or paddle craft, entering or leaving the water or fishing from the shore.
