CALL TO ORDER  
Chairman Vincent called the meeting to order at 6:01 p.m. in the Conference Room of the Town Hall  
Annex Building. Chairman Vincent welcomed all to the Hybrid Meeting.

PLANNER REPORTS  
New Businesses: One potential new commercial services business which will come up for public  
hearing in December. Dollar General has foundation approval. Public meeting for Cashman Project  
(former Dow Chemical Site) related to their DEEP Permit possibly on November 17th. Other:Annual  
report time - getting caught up with grants. October issue of the Connecticut Economic Digest has their  
annual Town Economic Index for 2021. Ledyard is in the middle for suburban towns in Connecticut.  
Land Use Administrative Asst. hired, started on Monday. Currently working with ZEO on several  
enforcement issues and active court cases  
VII. OLD BUSINESS  
Development of Strategic Plan (ALL)

Dreimiller shared a rough draft of a one-page Strategic Plan incorporating previous comments.  
Need to add challenges and opportunities, supporting data including from SeCTer Tapestry report, and  
possibly some survey responses.

Transfer station declined. Asking Senior Center/Parks and Rec before asking businesses. Waterford has  
approved one. Hoping for one in Ledyard Center and one in Gales Ferry.

A. Letter to Town Council re: Drones  
RESULT:  
Dreimiller said that FAA is the only entity that can forbid flying over property. The Town can forbid  
taking off and landing on Town property. Was unable to find Drone policy on Town website. Emailed  
the Mayor asking where the policy is available but no response yet.  
Drone footage is not in current plan for the marketing video but it can be added at no cost if the Town  
provides the footage otherwise there will be a fee.
