Chairman DeBrodt called the meeting to order at 7:03 p.m. in the Town Hall Annex Council

IWWC#26-2SITE - 31 Church Hill Road, (Map ID: 40-490-31) Ledyard, CT - Agent, Peter  
Gardner, L.S, - Property Owners, David & Sara Holdridge, for regulated activities associated  
with the construction of a driveway, including two wetland crossings and associated site  
improvements, to serve a future single-family residence. (Date submitted 1/28/26, Date of  
Receipt 2/3/26, DRD 4/7/26)  
The Commission received the application. The applicant was not present to give a  
presentation. Zoning Enforcement Official, Hannah Gienau, reviewed her staff report with  
the Commission. Commissioner Ribe clarified that everything on the plan does not currently  
exist and is only proposed. Commissioner Ribe and Hannah Gienau discussed the  
implementation of the riprap for the project. The Commission concurred they would like to  
table the application until the applicant can give a presentation.

CORRESPONDENCE  
Hannah Gienau stated that the department received a flyer from Eastern Connecticut  
Conservation District with their 2025 Annual Report. Staff stated that they would send that  
out via email.  
Justin DeBrodt stated that he received an invitation to the CT Association of Wetlands  
Scientists Annual Meeting, Wednesday March 4, 2026 from 8:30am-4:30pm. He invited the  
Commission to register and attend. Commissioner Ribe stated she was interested in attending  
the CT Federation of Planning & Zoning Agencies 78th Annual Conference.  
Chairman DeBrodt stated that on February 10, 2026 the Director of Education &  
Communications Russell Blair from the State of Connecticut Freedom of Information  
Commission will give a presentation regarding the Freedom of Information Act and its  
guidelines for Town Staff and for volunteer members. He stated that the information is  
included in a memo from the Ledyard Town Council dated December 10, 2025.
