CALL TO ORDER  
Chairman Capon called the meeting to order at 7:00 p.m. at the Council Chambers, Town Hall Annex  
Building.  
Chairman Capon welcomed all to the Hybrid Meeting. He stated for the members of the Public who  
were participating via video conference that remote meeting information was available on the Agenda  
that was posted on the Town’s Website.

All Regular members were present, thus no Alternates were appointed.

Chairman Capon discussed Commissioner Scanlon's resignation and thanked her for her contribution to  
the Commission.

IIII. CITIZENS PETITIONS (LIMITED TO NON-AGENDA ITEMS)  
Mrs. Karen Parkinson, Rose Hill Road, Ledyard (In-Person) asked what the process was for Farmers  
and Residents to get comments to the Planning & Zoning Commission.  
Town Planner Juliet Hodge - Public Hearing will be opened tonight. Input would be accepted at the  
Public Hearing, residents can stop by the office and talk to staff.  
Chairman Capon suggested the Farmers contact the P&Z Commission to get on a future agenda to  
discuss general issues related to agriculture.

Application PZ#22-7RA of the Ledyard Planning and Zoning Commission, to consider  
comprehensive revisions to all sections of the Zoning Regulations.  
Chairman Capon opened the Public Hearing for Application PZ#22-7RA at 7:13pm. All  
regular members were seated for the Application. Chairman Capon stated that all exhibits  
and attachments received will be incorporated into the record.  
Juliet Hodge, Director of Planning and Development presented the proposed changes to  
the Commission and public in attendance. She provided brief overview on why the  
changes were needed, and summarized the major changes to the organization and  
content.  
Public were invited to comment before Ms. Hodge went through each chapter  
individually.  
Mr. Fred Allyn, III, Mayor, Colonel Ledyard Highway, (In-Person) support updating  
Zoning Regulations. Addressed the importance for consistency, make regulations  
home-based business friendly.  
Land Use Attorney Bill Sweeny (in-person) spoke in-favor or the Comprehensive Zoning  
Regulation Rewrite. Addressed Multi-family and need for increased housing over the  
next few years due to the influx of people coming to the area for employment at Electric  
Boat; and they are looking of for Multi-family housing. Supports Special Permits for  
Multi-family use in residential zones and the density to be determined by dimensional  
requirements, lot coverage and compliance with health and building code.  
Ms. Kelsey Pitcher, 1757 Center Groton Road, Ledyard -(In-Person) Supports Accessory  
Dwelling Unit in the overall Zoning Regulations helps to support young families. It  
would allow people to buy-into the community.  
Commission members and members of the public asked questions and made comments  
as Ms. Hodge went through each chapter.  
Re: Interrupted frontage- Attorney Fahey stated this was a Commission decision.  
Suggested checking with the Assessor Office to see how many properties have split  
frontages.  
Commissioner Scanlon supported continuous frontage requirement and suggested  
changes to set-back requirements.  
Attorney Harry Heller (In-person) answered questions regarding the intent of the Open  
Space Regulations which he actually helped write.  
Ms. Debora 1707 Center Groton Road, Ledyard (In-Person) addressed Zones for Farms,  
Farm Stores & Agriculture. She felt the proposed language was confusing.  
Ms. Hodge attempted to clarify any confusing language.  
Public Hearing adjourned at 9:08PM and will be continued on July 28, 2022 at 6:00PM  
in the Council Chambers.

Lot Open Space Subdivision located at 79 Vinegar Hill Road. (MBL94-2540-79)  
Attorney Harry Heller briefly spoke on behalf of the Applicant and requested that the  
discussion be continued to August 11, 2022 as no action has been taken by the IWWC.  
Ms. Hodge noted that additional material was submitted in association with the  
Application.

application for August 11, 2022.

Mr. Whitescarver volunteered to serve on the Regional Planning Commisison  
Mr. Baudro was nominated as Vice Chairman to replace K. Scanlon. Commission  
approved the appointment.

Scanlon was the representative.

Letter from Cheryl Malerba  
A.  
Planning Director, Hodge stated that many letters and emails have been received  
regarding the proposed use of the former DOW Chemical Property and that they have  
been forwarded to Loureiro Engineering (project manager for the DEEP permitting phase  
that is occurring now). As there is no application before the Commission, there is no  
application file and any letters addressed directly to the Commission are simply general  
correspondence. Ms. Hodge stated that she has kept copies of all related emails and  
letters in a file in case an application does get filed in the future.

REPORTS  
Planning Director’s Report  
A.  
Planning Director, Hodge went over her monthly report. She suggested that the  
Commission add an Executive Session to their next meeting to discuss the ongoing  
Perkins enforcement case. She also suggested that the Commission consider voting  
on a moratorium for all new subdivisions after the proposed changes to the  
regulations are adopted (fully or in part) so that she can update the Subdivision  
Regulations that are already conflicting with some of the current Zoning Regulations  
and will be even more conflicting with the proposed regulations, should they be  
adopted.

Planning Director, Hodge went over the ZEO's Activity Report which included an  
update on the ongoing STR enforcement.
