It has become clear to me that the current system, with one board overseeing both responsibilities, is inefficient and counterproductive. These are extremely important functions of town government, and the idea that one small group of people, however dedicated, could effectively manage both is a false economy. Planning how this town and its villages will grow requires the establishment, through study, research, and discussion, of a collective vision. It is a forward-looking and hopeful process best handled by a group of people who are not bogged down by the minutiae of zoning permits and appeals. Zoning is equally important in its own way and makes the planning work, but it is always a matter of the here and now, seldom visionary. This process is one where the details are worked out as they impact real estate and real people's wants and needs. Zoning boards work to avoid disputes and settle them when they arise. Planning boards look more broadly at the community rather than its individual members. The idea that one board can do both is unrealistic.
