CALL TO ORDER - The meeting was called to order by Councilor Garcia-Irizarry at  
6:02  
p.m. at the Town Hall Annex Building.  
Councilor Garcia-Irizarry welcomed all to the Hybird Meeting noting for the Town  
Council Land Use/Planning/Public Works Committee and members of the Public who  
were participating via video conference that the remote meeting information was  
available on the Agenda that was posted on the Town’s Website - Granicus-Legistar  
Meeting Portal.

OLD BUSINESS  
Continued discussion regarding the progress of enforcing regulations to address blight issues.  
1.  
Councilor Dombrowski noted that a Blight Report dated November 3, 2025 was  
provided for tonight’s meeting. He noted that there were no new properties listed.  
Councilor Garcia-Irizarry questioned how they would handle things such as a mattress  
on the side of the road. Councilor Dombrowski stated it would depend on whether it was  
Infront of a home or just on the side of the road. He stated if it was a mattress that was  
dumped on the side of the road the town may just send Public Works to pick it up and  
bring it to the Transfer Station, noting that mattresses can be brought to the Transfer  
Station for free.  
Councilor Garcia-Irizarry stated that residents may not realize that they were allowed  
two Bulky Waste pick-ups a year.

Councilor Garcia-Irizarry stated at their October 6, 2025 Historic District Commission Member  
Mrs. Parkinson reported that the Commission was working to put the Package together, and  
therefore, she requested the LUPPW Committee keep the Spicer Homestead Historic  
Designation on their Agenda, noting that she would be working to come back to the LUPPW  
Committee in January, 2026

VII. NEW BUSINESS  
Discussion and possible action regarding the transition of outstanding/unfinished business  
1.  
items to be forwarded to the incoming Land Use/Planning/Public Works Committee.  
Councilor Dombroski explained that according to Roberts Rules, Article IX  
Committees and Boards” Unfinished business from a committee generally dies when  
the committee's term ends and a new committee was elected, unless the unfinished  
business was specifically deferred to the new incoming committee with instructions.  
Therefore, he stated that it has been the Town Council’s practice to forward “Unfished  
Business” to the in-coming Members by providing the attached Transition Memo; as to  
save the Unfinished Items of Business from dying.  
By consensus the LUPPW Committee agreed to forward the following unfinished items  
of business to the i coming Land Use/Planning/Public Works Committee:  
(1) Process to designate the Spicer Ruins, within the Clark Farm property, as a  
Registered Historical Site.  
(2) Agricultural Commission List of Criteria for the Leasing of Town-Own  
Land such as Clark Farm and former Norwich State Hospital Property  
to encourage the properties continue to be used for Agricultural  
purposes,  
(3) Progress of enforcing regulations to address blight issues.
