Good afternoon Ian, We have provided a brief explanation for each to clarify why these items fall outside the scope of our standard monthly base contract and are being billed as Additional / Emergency Services. 1.) Invoice 28754: $2,893.86 – Neptune Software Upgrade • Explanation: This invoice covers a comprehensive Neptune360 software upgrade. While our base contract covers routine yearly licensing and routine maintenance, standard patches, a full software upgrade is outside this scope. 2.) Invoices (Multiple): $6,140.03 – Holmberg Emergency Repairs • Explanation: After thorough review, the root cause of the pump station malfunction was determined to be a lightning strike. Because this damage was caused by an act of nature and resulted in unexpected equipment failure, the resulting repairs are billable under the "Additional / Emergency Services" provision of our contract. We have maintenance history and detailed work notes available. 3.) Invoice 28751: $7,658.60 – Leak Detection Survey • Explanation: This invoice reflects a comprehensive leak survey conducted on a five-year cycle. Our standard operations contract specifically limits base leak detection to "testing for leakage during low usage periods with sonic testing apparatus (Every two years or if percent unaccounted-for-water exceeds threshold)". This comprehensive five-year survey is an expanded service outside the parameters of the base agreement. 4.) Invoice 28781: $5,107.70 – 8 Smith Pond • Explanation: Please refer to the attached supporting document authorizing GU to complete the work. 5.) Invoice 28843: $21,441.20 – Water Main Breaks and Hydrant Replacement • Explanation: We have split this invoice so that Ledyard is only being billed for the hydrant replacement portion of the event. While GU conducts routine maintenance, repairs, and annual flushing on hydrants under the base contract, complete replacements due to failure fall under "work and/or fees not covered in this Contract that are considered Additional / Emergency Services" and are billable as equipment failure and could include future water main breaks.
