The Public Hearing was called to order by Chairman Lynch at 6:05 p.m.

Chairman Lynch will make a rate increase justification presentation.
The floor will be opened for Public Comment with a three-minute limit.

Chairman Lynch called the meeting to order at 6:05 p.m.

PRESENTATION
Proposed 4% Water/Sewer Rate Increase.
Chairman Lynch presented the rationale for the proposed four percent rate increase.
- The cost of water from Groton Utilities will increase by four percent on October 1, 2025.
- Five-year contract increases.
- Department of Health mandatory leak inspections.
- Department of Health mandatory lead review.
- Increases in Health Insurance.
Raw water costs will increase by 4% on October 1, 1025, then on February 1, 2026, there will be
a 6% increase on top of the 4% percent increase.
The original operation and billing contract was for 3 years with a 2-year extension. 2025 is the
5th year. There is an 8% increase in operations and a 5% increase in billing. The operations
increase is due to almost a dozen emergency repairs in the Highlands. The billing increases are
due to postage and the old billing system which needs to be converted. The cost of conversion is
approximately $100,000 with costs increasing.
Leak tests are every five years and cost $15,000.
