Retirement Plan for Full-Time Employees of the Town of Ledyard (Defined Benefit Plan)

Mr. Thorne asked how someone interested in becoming a Board Member would start the  
application process. Mayor Fred Allyn III said once Roxanne Maher, Administrative Assistant to  
the Town Council receives the application it will either be sent to the Republican Town  
Committee or the Democratic Town Committee depending on their affiliation. He added that if  
the applicant is unaffiliated it will be sent to the Administration Committee.  
VIII. NEW BUSINESS  
Motion to APPROVE payment of Robinson & Cole invoice #50534113, dated February 11,  
1.  
2026, in the amount of $100 for legal services related to the Defined Benefit Plan.  
Mr. Thorne explained that the invoice was for an email pertaining to the Secure Act.

Motion to APPROVE a monthly retirement benefit for Richard McSwain in the amount of  
$3,288.07 as of March 1, 2026, payable in the form of Modified Cash Refund Annuity, based on  
his service and earnings through this retirement date.

Chairman Rodolico asked how many years Officer McSwain was with the Town, Mayor Fred  
Allyn III answered 18 years. Chairman Rodolico asked if there is a full retirement age, Mr.  
Thorne answered retirement can start as early as 55 years old but is required at 65 years old.
