CALL TO ORDER  
The meeting was called to order by Councilor Thompson at 6:01 p.m. at  
the Town Hall Annex Building.  
Councilor Thompson welcomed all to the Hybird Meeting noting for the Town Council  
Land Use/Planning/Public Works Committee and members of the Public who were  
participating via video conference that the remote meeting information was available on  
the Agenda that was posted on the Town’s Website - Granicus-Legistar Meeting Portal.

RESIDENTS & PROPERTY OWNERS COMMENTS  
Mr. Brandon Graber, 42 Church Hill Road, commented on the Historic Preservation of the  
Spicer Homestead Ruins noting that he runs many of the trails in town. He stated the  
Tri-Town Trail through the Clark Farm Propertry/Spicer Homestead Ruins was the best  
public access trail in the area because of the diverse terrain, and the many natural and  
wildlife features. He stated that these trails were also good for public health.

OLD BUSINESS  
Continued discussion regarding the progress to designate the Spicer Homestead Ruins,  
within the Clark Farm property, as a Registered Historical Site.  
1.  
Mrs. Karen Parkinson, Rose Hill Road, Ledyard, Historic District Commission Chairman,  
provided an update regarding the staute of the Commission's work in preparing to seek a  
Historic Designation for the Spicer Homestead Ruins.

Status update regarding potential blight on Mill Cove Road.

Councilor Thompson noted Blight Enforcement Officer Hannah Gienau's May 4,  
2026 email in which she reported that she conducted a site inspection and would l  
be sending a letter to the property owner for the blight violations at 2 Mill Cove Rd  
as soon as possible.  
Councilor Buhle commented on the number of blight properties that she sees when  
driving around town. She explained that residents need to be aware that after a  
potential blight property has been reported that it would take sometime to remedy  
the issues, noting that there was a process the town had to follow. Therefore, she  
suggested that residents not wait until a property has been in need of attention for  
several months or years before reporting the issue to the Land Use Department.  
She continued by addressing residents being hesitant to report a potential blight  
issue, ether because it was their neighbor, or for other reasons. Therefore, she  
questioned whether blight issues could be reported anonymously. She stated that  
she would visit the Land Use Department to discuss the Complaint Form.

Discussion regarding the establishment of a Long-Term Capital Plan for all of the  
town-owned facilities.

Councilor Lamb, attending remotely via Zoom, stated that he was pleased that the idea to  
develop a long-term Strategic Plan for the town was moving in a positive direction, noting  
the Board of Education's High School Facilities Assessment Study. He stated that he had some  
meetings set-up for when he is back in Ledyard.
