Chairperson Eastbourne asked the Committee if they would want the National Honor Society
students to help with the project. The Committee agreed to have 5-6 students help, no more help
since the room isn't that large. Chairperson Eastbourne will make the arrangements.
Earth Day:
Chairperson Eastbourne reserved the Town Green for April 21 from 2-4. She would like the

Nip Bottle Tax-
Chairperson Eastbourne recommends an Ad Hoc Committee is formed to get the framework
going. Ideally the Committee would be formed before the Earth Day Event so it could be

Ty Lamb, introduces himself by saying that he represents the Historic District Commission. Mr.
Lamb said that he has been reaching out to several partners such as Groton Open Space
Association (GOSA), Tri-Town and the Garden Club. He wanted to throw out some
opportunities to see if the LBC's scope of work matches up with what Historic is working on. He
said many Committees stay on their own "island" and by joining Committees together perhaps
larger projects can be completed. Chairperson Eastbourne liked the idea. He gave an example of
the Historic Commission partnering with the trails to identify and locate Historical portions,
such as the Spicer ruins and Lambtown. The Historic Commission will receive a triangular area
for a Historical site, benches and a pollinator garden. This site is the result of an agreement
between Lambtown and GOSA. Mr. Lamb said there is a need for volunteers to help with the
projects in ways such as planting and moving 2-3 benches. Chairperson Eastbourne said the LBC
could help get the word out to round up volunteers. Ms. Schneider suggested a group from the
Sub-Base and Chairperson Eastbourne suggested the Girls and Boy Scouts. Mr. Lamb will send
the Committee an email with all the projects laid out and the LBC can decide from there what
they could help with. Mr. Lamb said the Historic Commission meets the fourth Monday of each
month in the same Annex meeting room, he invited anyone interested to attend. Mr. Lamb added
that he or someone else from the Historic Commission will attend another LBC meeting.
Carol Christensen announced that the Ledyard Rotary is accepting applications for its grant
program soon. She added that two years ago the Committee received $1,000 to offset the cost of
the banners. The application needs to be project specific. The deadline is in May, Ms.
Christensen will get the exact date.
