CALL TO ORDER  
I.  
Chairman Vincent called the meeting to order at 6:00 p.m. in the Conference Room of the Town  
Hall Annex Building. Chairman Vincent welcomed all to the Hybrid Meeting.  
II.  
ROLL CALL

APPROVAL OF MINUTES  
MOTION to approve the Regular EDC Meeting Minutes of November 14, 2023. Motion  
Passed by the following vote.

APPROVAL OF AGENDA  
MOTION to amend the agenda to add section VI Correspondence. Motion Passed by the

V.  
CITIZEN'S COMMENTS  
Present: Naomi Rodriguez, Gary Paul, Paul Maugle  
Paul Maugle suggested a street light on Rt. 12 at the Senior Center. The entrance is difficult to  
see at night. Schenider noted that she found it difficult to turn left onto Rt. 12 there and  
wondered if the state might ever put a traffic light there.  
VI.  
CORRESPONDENCE  
Vincent received a letter of resignation from commissioner Jessica Buhle who was elected to the  
Town Council. She will be the new Town Council’s EDC Liaison. Thanks to Gary Paul who has  
been Town Council’s EDC Liaison for the last year.  
VII. PLANNER'S REPORT  
Two more Certificates of Adoption of Trade Names of received, One Black Crow Solar and  
Twisted Sugar Cake Design and Bakery.  
Planning & Zoning is holding a public hearing regarding the Cashman application regarding the  
removal of a portion of Mount Decatur will be on Dec. 14th at Ledyard Middle School.  
She’s meeting with the developers re: potential multi-family housing development in Gales  
Ferry tomorrow.  
Year-to-Date from July to Nov there has been $10,425,000 of estimated construction value and  
$109,000 building and zoning fees collected. She has a proposal ready to go that she will submit  
to the Town Council once the new members have settled in to raise fees from $10.26 to $15.00  
per $1,000 (after the state fee comes out of that the net will be about $14.80 per $1,000). The  
Land Use Department will also utilize a standardized chart to calculate construction values.  
Currently, Preston is the only town that has lower fees than Ledyard.  
VIII. OLD BUSINESS  
1. Video Update  
Hary reviewed the updated video and it looked good to him. Everyone agreed with him but it  
was noted that one image of a house was still repeated. Hary will have that one image replaced  
with a different one. Everyone agreed that the video will be acceptable after that change has been  
made. Hary said that video company will provide a link to the final video and it needs to stay on  
the Town’s website for at least one year.

NEW BUSINESS  
Ledyard Event Magazine.  
Winter issue is out. Vincent has copies that can be distributed.  
Recognition of Buhle  
Schneider thanked Jessica Buhle for all the hard work she did while she was on the EDC. Buhle  
noted that she would continue to organize the Regatta Day Festival.

ADJOURNMENT  
Our next meeting will be on Jan. 5th at 6:00pm in the Town Hall Annex.  
A motion was made by Commissioner Buhle, seconded by Commissioner Hary, to adjourn  
at 6:59pm. The motion carried by the following vote:
